Rob Northmore – Compliance Support Advisor - TSSA
Rob has been with the TSSA for 4 years after having spent over 35 years in the industry as both a gas and oil technician and business owner. Rob is the Compliance Support Advisor now after almost 4 years as an inspector in the Peterborough area.
James Smith – Fuels Safety Supervisor – TSSA
James joined the Technical Standards & Safety Authority (TSSA) in May 2023 and currently serves as a Fuels Safety Supervisor within the Fuels
Safety Program, overseeing Region 3—covering Burlington eastward through to and including Scarborough.
James began his career in the HVAC and gas-fitting industry in 1995. He holds multiple certifications, including Gas Technician – G.1, PMH Petroleum Mechanic, 313 Refrigeration, Boom and Lift certifications, BPV Safety ASME B31.3, and Ozone Depletion Prevention (ODP). His extensive technical background provides a strong foundation for his work in regulatory oversight, safety leadership, and stakeholder support within the fuels industry.
James also serves as the Vice Chair of the CSA Z247 Committee, contributing to standards development focused on pipeline safety and protection, strengthening industry best practices and public safety. Before joining TSSA, James owned and operated a successful HVAC business for 21 years, earning “Best of the Best HVAC Business” awards for 14 consecutive years—reflecting his longstanding commitment to excellence, customer service, and industry-leading practices
Samir Manchanda – Fuels Safety Inspector – TSSA
Samir Manchanda joined the Technical Standards & Safety Authority (TSSA) in August 2023 as a Fuels Safety Inspector for Region 3, covering the area from Burlington to Scarborough. Samir attended the University of Ontario Institute of Technology, where he studied Criminology and Justice Studies.
Samir holds both a G.2 Gas Technician Certification and a PMH Petroleum Mechanic Certification. In his capacity as a TSSA Fuels Safety Inspector, he contributes to a broad range of regulatory and compliance activities, including contractor audits, variance inspections, field approvals, and collaboration with TSSA’s legal team on incident investigations.
He is committed to upholding the highest standards of public safety and ensuring that all regulatory requirements are met with diligence and professionalism.
